EVENTS DEVELOPING. By Cable.—Press Association —Copyright London, Dec. 29. The Daily Telegraph's, correspondent at Pekin states that the authorities of Yun-nan and Kwang-si informed the Consuls that they would guarantee their lives and property. They were determined if possible to» peacefully maintain the republican form of Government, which the plotters were attempting to destroy. The Pekin Government is striving to .meet the rising storm by inducing France to declare a state of siege on the Tonkin border and to secure the co-operation of the Government of Indo-Chinn. in cutting off railway connection with Yun-nan and closing the Red River to navigation. There are sensational incidents elsewhere. The Governor of Kweichow is a prisoner in the hands of the southern confederates, while General Changsun, who refused a dukedom, was almost assassinated on Christmas Day. The situation is highly volcanic, threatening rapid developments.
