FLUENZOL Dealing with Italy's-failure to declare war against Germany, the Sydney Sun's London correspondent writes:—"l am informed by a trusted American journalist whose enterprise enabled him to get behind the scenes in Rome and the Italian headquarters, that the relations between Germany and Italy are so extraordinarily good that German submarines pass Italian warships above water, and they salute each other in the friendliest manner. He insists that there is too much von Buelowism in diplomatic and political circles in Italy, and that while the people are enthusiastically ana wholeheartedly in the war, the politicians and the diplomatists, and, I fear, certain influences at Court, hold the nation back. But the stronger reason for this pact between Germany and Italy is the fact that Germans have much wealth and large possessions in Italy, and they are paying heavily for a policy of non-interference on Italy's part. The Italian possessions in Germany are of much smaller account, and Italy, would be handsomely repaid if it seized Germans' estates and allowed the German Government to seize Italians' property in the Central Empires. I travelled recently with 150 Italian naval officers and seamen, and their spirit was brave and earnest. They were convinced that this was a vital war for Italy. Yet I fear there may be even something in the stories here of wholesale trading still proceeding with Germany through Italy and Switzerland.
