THE PROBLEM DIFFICULT. MONARCHY OR REPUBLICANISM. Received Dec. 29, 5.5 p.m. Pekin, December 28. After demanding the cancellation of the Monarchy and the execution of its promoters, the Military Governor proclaimed Yuan Nan's independence, declaring that Yuan-Shih-Kai had broken his oaths and had failed to comply with the extortions to restore the Republic. Numerous reinforcements of northern troops have proceeded southwards.
