BY MACEDONIAN MUSSULMANS. Scutari, Dec. 19. A Serbian official statement reports that during the Serbian retreat the Austrian and Bulgarians armed Mussulmans who were found in the provinces of New Serbia, and incited them against the civilian population Numerous massacres followed, accompanied by unprecedented cruelties, excesses and terrifying crimes, recalling the worst, atrocities by Bulgarian bands before and during the war, GERMAN INJMGIUES FAIL. ( London, Dec. 19. ! The Observer's Athens correspondent says that Count Metternich is chagrined at his failure to place the Ministries of War, Finance, and Police under supreme German control.
