RUSSIA'S TASK.
THE FISCAL PROBLEM. NEW TAXES CONTEMPLATED. Received Dec. IS, 5.5 p.m. Petrograd, Dec. 17. The new fiscal proposals contemplate a prospective income-tax, increased industrial and land taxes, and also a special military tax. All indirect taxes will be augmented, with special taxes on wines and textile goods, yielding an annual surplus of 636 million roubles. State monopolies of tea, coffee, and matches are contemplated.
