NOT DOING TOO MUCH. CONTINGENT FOR EAST AFRICA. Received Dec. 5, 5.5 p.m. Capetown, Dec. 4. The recruiting for the East African contingent has been completed. General Botha's son commands a section. Mr. Graaf, in introducing the loan estimates, pointed out that South Africa's total war expenditure, including the cost of the rebellion, had amounted to twenty-one millions. Considering Australia's and Canada's war budgets it could not be said that South Africa was doing too much.
