ANOTHER PEACE PLAN.
Zurich, September 15. The Berlin World's Welfare committee, the president of which is Professor liduard Loewenthal, has issued the following programme for the termination of the world war:— Hostilities to cease on September 15. Belgium, under a new regent, to be united with the German empire as a constituent State. Serbia similarly to form a part of the Austro-Hungarian empire. 'Poland to take its place in the Gorman empire. The Balkan provinces to become part of the Kingdom of Prussia. The German troops to quit the part of France now occupied by them on condition that Calais and Dunkirk are handed over to Germany. A part of the Adriutic coast now belonging to Italy to fbe handed over to Austria-Hungary. A world confederation, to which all States Bhould belong, to be formed in order to carry out obligations of international justice. This peace programme is denounced by pan-Germanists because no mention is made of the gigantic indemnity which should be extracted from Great Britain,
