OPENING OF THE REICHSTAG. PRESIDENT'S OPTIMISTIC ADDRESS. CHARACTERISTICALLY GERMAN. Received Dec. 1, 10.55 p.m. Amsterdam, Dec. I. The Reichstag baa opened. The President, in his address said: "The enemy has failed to break through the West, the Austrians hold the Eastem positions in an iron grip, and our feats of arms in the Balkans have been carried through with splendid and unsurpassed sureness, enabling us to avenge Serajeco and Serbia's intrigues. "Assisted by Bulgaria we have crowned our victory, ajid the Serbian army is absolutely defeated. The Turks have upheld their old reputation, resulting in the failure of the Dardanelles enterprise. We are proud to think that England is troubled about the key to the Eastern supremacy. All our enemies have recognised that we are invincible on the battlefield, and therefore they eagerly cling to the hope of destroying us economically and of conquering us by hunger. "We have corn and potatoes in abundance. There may be some scarcity in other things, yet hardships caused to the majority of the poorer population will be surmounted by the organisation of our provision markets. We, financially and economically, have every reason to contemplate the future with determination and unshaken confidence.
