XEW FRENCH ARMY. 'Paris. September 11. The vast recruiting field • which lies open to France in her colonics would seem to have been the object of attention of leading French statesmen and administrators for some time past, When Parliament reassembles the Deputy M. Pierre Masse will submit a Bill, the main features of which have been elaborated by General Mangin, who had a distinguished career in the Sudan and Morocco. Allowances will be paid to the wives and families of recruits. It is calculated that if the scheme is adopted France will have a new colonial army of 7«e,«00 men ready to t&ke the field next tprlng.
