NEW WAR LOAN. EAGER RUSH OF SUBSCRIBERS. GENERAL JOFFRE'S ADVICE. Received Nov. 20, 11.35 p.m. Paris, Nov. 20. There is a great rush to subscribe for the new war loan, which opened to-day. Crowds gathered at the Bank of Franco all day long. Subscriptions are receivable for three weeks. General Joffre's Order for the Day appeals to the troops to write home urging people to subscribe. He adds: "After 1870 we issued a liberation loan, but this, through your efforts, will be a loan of victory."
