Crowds gathered at the Bank of Franco all day long. Subscriptions are receivable for three weeks. General Joffre's Order for the Day appeals to the troops to write home urging people to subscribe. He adds: "After 1870 we issued a liberation loan, but this, through your efforts, will be a loan of victory."
