THE FEDERAL SCHEME. Melbourne, Nov. 2t>. The new Federal recruiting scheme includes campaigns by municipal and shire councils and road boards. RETURNED SOLDIER'S FICTIONS. Melbourne, Nov. 2<i. Senator Long, who was deputed by the Defence Department to inquire into Whitsitt's charges, reports* that they are absolutely without foundation, and in nearly every instance frivolous. He deplores that they were voiced without proper inquiry. An inquiry was ordered.)
