STINGING AND TIMELY CRITICISM. FROM A RUSSIAN PAPER. Received Nov. 19, 10.55 p.m. London, Nov. 19. The Daily Chronicle republishes an article from the Russian paper Russkye j Slavo, which says: "Newspapers ljiust lay a heavy responsibility on the Northcliffe press for the failure of the diplomacy of the Entente in the Balkans. After the Times' and Daily Mail's quarrel with the English Government these papers systematically began to blacken the military and diplomatic measures, and foretell the failure of the Allies. "The Germans made wide use of this in the campaign for their own propaganda in Greece, Rnumania, and Bulgaria. Wolff's Agency disseminated Colonel Repington's articles, with a view to proving that the English recognised the deficiency of their military organisation. Papers in Roumania and Greece are filled with the Daily Mail's and Times' comments, which are published at German expense."' The New York Herald says tlmt Englishmen will not be Englishmen if they fail to consign fchese professional whimperers to the punishment known as "letting them stew in their own juice."
