THE RECRUITING PROBLEM. 'AWAITING LORD DERBY'S REPORT. iiecci >ed Nov, 19, 8.33 p.m. London, Nov. 18. i»Td Ribblesdale, in the House of lords, put a series of, questions about recruiting, including: What number of single men does the Government conaider necessary! What shortage would mean conscription? J-iord Lansdowne said it was absurd yet to imagine success or failure. Lord Derby's scheme had been determined by the attitude of a few unmarried men. He was not prepared to say how many singly men were necessary, or what shortage would justify compulsion. It was not easy to decide what were the essential civil services to the country. ■ Tribunals were being formed all over the country to decide these questions. As soon as the time allowed had expired, Lord Derby would report to the Government, which would then : decide whether the experiment was a success cr a failure.
