Louis Loebel, city immigration officer at Cleveland, announces that he possesses proofs that the Austro-Hungarian Embassy fomented a -strike at the Cleveland factories which are engaged in supplying munitions to the Allies. Lieutenant Fay pleaded guilty, hoping to escape with a light sentence, but when informed that the minimum penalty was twelve years' imprisonment he .withdrew the plea
