MEMORIAL TO CAPTAIN SCOTT. , By Cable.—Press Association—Copyright ; Received Nov. 1, 3.50 p.m. London, Nov. 6. Mr. A. 3. Balfour unveiled Lady [Scott's statue to her husband (Capt. 11. Scott), which is in Antarctic costume, and is erected to his memory by the officers of the navy, in Waterloo Place. In his remarks, Mr. Balfour said that Captain Scott was worthy to rank with Captain Cook and Sir Jolm Franklin. In times of peace it was good to remember the Navy's unwarlike, yet dangerous lAvork, wherein Captain Scott showed all 'the greatest qualities of a flailov, explorer, and a man of science.
