When casual vacancies occurred they were filled by any men available, local workers being on an equality with othorß, but the 1400 members of tbe railway H-rvice who had gone into the forces had all been told that they would have their positions on their return, and that their period of service with the forces would count as railway service tor the purposes of promotion and supw» annuation.
