MR. WHITLOCK. RETURNING TO AMERICA. Received Nov. 5, 1.25 a.m. Washington, Nov. 4. Mr. Whitloek, Ambassador in 'Berlin, is returning to America, ostensibly on the ground of ill-health. THIS CAPTURED STEAMERS. PRIZE COURT TO ADJUDICATE. Washington, Nov. 3. The United States have decided not to protest at the I-Igcking steamship seizure, but to allow the case to proceed in the ordinary way in the British Prize Court.
