THE MURDER OF MISS CAVELL. .STATEMENT BY ME. WHJTI.OCK, Washington, Nov. 3., Mr. Brand Whitloek, American Minister at Brussels, explains to the State Department that his report on the Miss Cavell case was sent to the American Ambassador in London and was not. intended for publication, but Mr. Page handed it to the Foreign OfTiee. The publication of the report has caused Mr. Whitloek much embarrassment.

Mr. Whitloek asserts that he has not accused the Germans anywhere of breaking faith with liini, as his diplomatic status did not give him any authority save to plead for mercy.
