CALM ALONG THE FRONT. ENEMY PREPARING FOR. WIN TEH. RIGA AND DVINSIC SAFE. Received Nov. 4, 9.20 p.m. Petrognul, Nov. 4. Colonel Shumsky reports that there is a strategic calm along the entire Russian front. The enemy are preparing for winter elaborate trenches, fitted with stoves, and are repairing railways and roads, and building bridges. A renewal of the strategic aggressive is not expected before the spring. There is no longer any danger to Riga and Dvinsk.
