THE NEW MINISTRY. MESSAGE TO SIR E. GREY. London, Oct. 31. M. Rriand, in a message to Sir Edward Grey, said the new Cabinet would adhere strictly to the policy of harmonious collaboration with Britain in the common struggle. Sir Edward Grey reaffirmed Britain's unswerving- co-operation with France.
