PROBABLE NEW CABINET,
A COALITION OF BEST BRAINS. Received Oct. 20, 5.3 p.m. Paris, Oct. 28. M. Viviani found it impossible to patch up the Cabinet, particularly to find a successor to M. Delcasse. M. Viviani's personal and political friends are friendly and convinced him that a complete change of Government was essential. His resignation foreshadows the formation of a Coalition Ministry of National Defence, including the best hrains in Parliament.
AI. I'oincare received M.M. Viviani and Briand. It is expected that M. Briand will be Prime Minister, and Foreign Secretary; M. Cambon, Foreign UnderSecretary; M. Viviani, Minister of Justice; M. Gallipi, Minister of War; Admiral Le Caze, Minister of Marine, and that other members will remain. An important change is the inclusion, without portfolios, of such leading statesmen as .M.M. Do Freychit, Meline. Bourgeois, Combes. Ouesdes, and Baron Cochin, all parties thus being represented.
