A STORY FROM SPAIN. GENERAL BULOW AS PEACE AMBASSADOR. Received Oct. 27, 10.15 p.m. Madrid, Oct. 27. The newspapers publish telegrams from Home stating that General von Billow's brother-in-law has informed friends that General Bnlow lias been instructed to shortly submit to King Alphonso and President Wilson the lines whereon Germany is prepared to discuss peace.
