Fay has made a confession to the effect that, knowing damage to factories could be easily repaired, lie conceived the idea of attacking ships carrying munitions, and therefore left Germany with an invention in order to wreck the Allied ships leaving from New York; He had seen the terrible effects of the French artillery fire in the Champagne district, and thought he would be able to explode mines without wires. Ho arrived in American in a steamer from Rotterdam on April 23, and spent his time since in perfecting the invention. Fay admitted that he was working in conjunction with the German Secret Service, which, it is admitted, is very active in the United States, encouraging attempts on factories and ships.
