GERMAN INSINUATION. A MISCHIEVOUS CIRCULAR. Received Oct. 24, 3.55 p.m. Sydney, Oct. 23. The Premier's attention has been drawn to further evidence of a secret propaganda in the distribution of circulars, apparently emanating from German sources through America alleging British atrocities after the Indian Mutiny, and British and Russian atrocities in Persia. The pamphlet" adds that India is now at war with ■ England, and that the Nationalists are waging gue'rilla warfare to emancipate themselves, as they hated the British yoke. The circular ia illustrated with obviously faked photographs.
