DISTRESS IN AUSTRIA. FOOD BECOMING SCARCE. Amsterdam, Oct. 17. There is great distress in Austria. The burgomaster of Munich appeals to citizens to have only four meat meals weekly, in consequence of the diminishing number of pigs and cattle and the demands. Despite the Government assurance as to the harvest, bread cards are more strictly enforced. The Austro-Hungarian potato crop is insufficient. There are prohibitive prices at the restaurants. Viennese tailors and dressmakers are ruined owing to the diversion of cloth to military use. COTTON FOR THE ENEMY. FROM SWEDEN TO GERMANY. Copenhagen, Oct. 17. The Norwegian steamer Eira, with 'oooo bales of cotton, left Gothenburg for Copenhagen. She took on board an uncertificated pilot and entered the Kattegat, a German torpedo boat capturing her and taking her to Germany. Another torpedo boat landed the socalled pilot at Helsinghorg (Sweden).
