THE FIGHT FOR DVINSK. GERMANS PREPARING FOR THB WINTER. J THE CZAR AT HEADQUARTERS, Received Oct. 19, 12.40 a.m. Petrograd, Oct. 18. Official messages show that widespread fighting lias been generally favora'ble to the Russians. The (Jennans made tentative attacks south-east of Riga in order to distract attention from Dvinsk, where they are preparing for a last effort to capture the town before the winter, In anticipation of failure the Germans are constructing elaborate underground quarters, provided with a field railway, and are making three lines of defence at their present position. The Czar and Czarvitch have gons to headquarters. The Czar had many hours' conference with M. Alexieff, resulting in arranging for the high efficiency of the army, and he will meet foreign general^
