JAPAN.

> HER AID NECESSARY. • FRENCH AND JAPANESE CONFERENCE. -f ■ / Received Oct. 15, 12.15 a.m. New York, Oct. 14. A message from Tokio states that there is a strong impression that the return from Paris of Baron Ishai, Foreign Minister, is likely to be followed by a full reconsideration of the international situation, with special reference to Japan's future policy and the preservation of her own permanent interests. Another factor is the arrival of the editor of the Paris Le Matin, with an introduction from M. Delcasse, to discuss military questions, and determine whether the latest developments will justify a change of Japan's decision not to |end an army to the aid of the Allies; and the likelihood of her despatching troops to the Balkans. 1 English joorn&ls are asking whether what Emperor William once described as the "Yellow Peril" should not be pitted on European battlefields against what they term "the German Peril," on the ground that all possible resources should be used against the enemy. The Observer strongly urges bringing Japanese, and says the appearance upon the scene of a quarter of a million of these troops would correspond' with Japan's vital interests, which are indir.ectly at stake, since Germany, if triumphant in the Near East would reappear as a mighty power in China.
