NO "SHOUTING." NEW REGULATION IN FORCE. Received Oct. 12, 9 p.m. London, Oct. 12. b London the "no-treating" law was enforced on Monday in seven thousand hotels and -three thousand off-licensed houses. Innumerable ruses were tried by the public to defeat the new order, but, being liable to a penalty of one hundred pounds or six months' imprisonment, hotelkeepers adhered to a strict reading of the regulation. Most people Were disposed to treat the matter as a joke. Some customers evaded the Intention of the older by exchanging money on entering.and leaving bars. "Treating" being allowed with meals there is hopeless disagreement at lunch bars whether sandwiches and bread and Cheese constituted a meal. It ii believed that the regulation will be effective inasmuch as it will minimise of soldiers. ON THE PINK FORM. *EW EECRDITING SCHEME. Received Oct. 12, 9.45 p.m. London, Oct. 12. The Parliamentary Recruiting and Joint Labor Committees considered Lord Derby's scheme for utilising information on the pink foim. Lord Derby addressed a meeting in eamera, and the scheme yn* generally approved. An important development in the recruiting movement is expected. * TRADE UNION SECESSION. Received Oct, 12,10.5 p.m. London, Oct. 12. of a ballot two hundred thousand members of the Amalgamated Society of Engineers decided to secede from the General Federation of Trade Unions. t CONCEALMENT OF NEWS. SIR JOHN SIMON IN REPLY. Received Oct. 12, 11.40 p.m. London, Oct. 12. Sir John Simon, replying to Lord Selborne's strictures, states that the Press Bureau merely carries out the War Office's and Admiralty's rules. Doubtless occasional errors arose, but the fighting departments must decide if censorship is needed to prevent assistance to the enemy. '
