HOUSE OF REPRESENTATIVES. SATURDAY'S SITTING. By Telegraph.—'Press Association. Wellington. October S. ITon. W. F. Massey moved the second reading oi the Factories Act Amendment Bill. He explained that its purpose was to enable employees to work in condensing milk factories on Saturdays during the busy season of the year. The Bill was read a second time. The House went into committee on the Public Health Amendment Bill, and Hospital and Charitable Aid Institutions Amendment Bill, which were passed without amendment.

11l the evening, the Factories Amendment Bill (No. 2) was taken in committee. Messrs J. Payne and P. C. Webb contended that if the industry could not be carried on without compelling men, women, and children to work eleven hours per day it would be (bettor to close the industry down. Mr. T. M. Wilford said he did not believe workers wanted such legislation as this, and lie would not support such a Bill brought down at this late hour of the session.

Hon. G. J. Anderson put in a plea for the Bill, as necessary to foster a growing industry. New Zealand had too few industries, and an effort should be made to encourage them. lie was quite willing that a clause be added making it clear that overtime worked must be paid for. Dr. Thackcr urged that the effort to get permission to work overtime was only a scheme to evade working two ?iiifts.

Messrs A, L. Glover, IT. Poland, and A. 11. Ilindmarsli opposed the Bill, and at 9 o'clock the Premier moved to report progress.

On the Speaker resuming the chair the Public Health Amendment- Bill, and Hospital and Charitable Institutions Amendment Bill were passed. Amendments made by the Legislative Council in the Land Laws Amendment Bill were agreed to.

An amendment to the Municipal Corporations Act was introduced by Governor's Message which Hon. G. W. Russell moved should be agreed to. The amendment provides a special method of selecting an arbitrator between Wellington City Council and certain lioldves of Wellington city leMse,
