C. , The Paris Journal learns that the Federal Council has ordered the mobilisation on October 2o of the Swiss cavalry. The country is astonished. The units are well grouped on the German frontier. ARREST OF GERMAN SPIES. Received Oct. 7, 8.30 p.m. Berne, Oct. 7. Twenty German spies of various nationalities have been arrested at Baele.
