Following upon the. conference between President Wilson and Mr. Lansing to consider Count Bcrnstoril's last Arabic Note, it has been announced that Germany had failed to 1 satisfy the Government's requests that Germany would disavow the sinking and assume the liability therefor. It. is also stated that a final refusal to meet the American view might lead, to a rupture of diplomatic relations.
Naval pffieers who. were assigned to. examine the metal found aboard the Hesperian are virtually convinced thnt a mine wrecked the vessel.
