PARLIAMENT.

LEGISLATIVE COUNCIL. By Telegra.ph.-~(Prsss Association. NATIONAL REGISTRATION BILL. PASSED. In the Council this afternoon, Hon. Sir F. H. D. Bell moved the second reading of the National Registration Bill. He said that if the Bill passed into law they would have an accurate estimate of the available resources. After some discussion the motion was agreed to. The following Bills were read a first time:—Military Manoeuvres, Discharged Soldiers Land Settlement, Census and Statistics Act Amendment, Lights on Vehicles, State Advances Act Amendment, Factories Act Amendment. The Law Practitioners Act was read a second time, pro forma, and referred to the Statutes Revision Committee; and the Local Elections (Proportional Representation) Amendment Bill was | also read a second time. The Council considered in committee the National Registration Bill, Local Elections (Proportional Representation) Bill, and Swamp Drainage Bill. The Bills were reported without amendment, read a third time, and passed.
