Austria has replied to the American i Note, declaring that she has not changed her opinion regarding the American export of munitions. She does not objeet to normal traffic in war material, bat the United States has become militarised because her economic life has become subservient to the production of' war material on the greatest possible scale, and her concentration thereupon is a means of effective support to tire' Allies. Her excessive export of munitions would be inadmissihle even if she supplied both belligerent parties.
