IN CANADA. LOYAL LABOR MEN. Received Sept. 24, 8.35 pm.. r Ottawa, Sept. 23. The Trades Congress at Vancouver, by ]O3 to 28, negatived a proposal to record itself neutral in respect to the war. A statement appeared in the executive's report that under existing conditions labor must lend every assistance to Britain and the Allies for n mighty effort to secure an early victory, and it was a proposal to delete this passage that was defeated. SIR R. BORDEN. REMARKABLY HIGH PRAISE. (Times and Sydney Sun Services.) London, Sept. 23The Times publishes a remarkable communication written by the Canadian record officer concerning Sir R. Borden's visit to Britain. It says that to-day it jis recognised that Sir R. Borden has 'won a place at the side of Rhodes, Chamberlain, and Botha in that charmed circle of clear-sighted statesmen whole exertions we may hope have MTed the Empire ia oar generation.
