BALKANS.

BULGARIAN MOBILISATION. STATEMENT BY AN OFFICIAL. London, Sept. 23. The Secretary ot the Bulgarian Legation in London, interviewed, said: "jUp till now we have 'been the only civilians in an armed European camp. Roumania and Greece have been mobilised for a considerable time. Switzerland, even, is under arms. It is nothing astonishing that Bulgaria is following suit. Why should the mobilisation mean a change in the national policy? I am not prepared to prophesy, as thingß might be changed by unexpected, events, We must wait and see." ANOTHER VIEW. THE FEELING IN GREECE. Athens, Sept. 23. There are indications that Bulgaria's" mobilisation is due to fears of Germin violation of her territory, referred to in a cablegram of August 26. A decree has been issued by the Bulgarian Government mobilising twentyseven classes. This has caused considerable, excitement in Greece.
