I BULGARIA NEUTRAL ' RAILWAY AGREEMENT SIGNED. Received Sept. 17, 11.5 p.m. London, Sept. 17. The Daily Telegraph's Athena correspondent says that the fTurco-Bulgarian railway agreement has been signed, indicating that Bulgaria will remain neutral. BULGARIA'S DEMANDS. On August 2 the same correspondent cabled as follows: Regarding the rumors that Bulgaria has concluded an agreement with Aus-tria-Hungary to intervene on the side of the German Powers, I am in a position to make the following definite' statement:— Bulgaria, it is insisted, ever since the outbreak of the war has made it clear that she regards herself as under no moral obligation to cither group. She has promised nothing and made no overtures. Her claims, which she regards as the minimum of justice, are, she insists, known to all the world. She demands restoration of lands in Macedonia lost to Serbia and Greece as a result of the second Balkan war. She claims Dobrudja, annexed by Roumania, and the Aegean littoral from Enos up to and including Kavalla, also Macedonia and Dobrudja, on the basis of nationality, the theory, she points out, which the Entente * Powers are fighting for. She frankly admits Kavalla is Greek, but claims it is a geographical necessity. These terms, she insists, lie upon the table. She is influenced by no sentiment, and is ready on a purely business basis to join either group, whichever will grant these demands and give the best promise of making good the concession.
