SIR JOSEPH WARD'S VIGOROUS REPLY.
(By Telegraph—Special to Daily News.) Wellington, Last Night. The speech in which Sir Joseph (Ward closed the Budget debate to-night was vigorous, and to a large extent aa uncompromising defence of the war taxes. The Finance Minister did not yield a point, even in connection with the kerosene duty, aiul he certainly scored when he reminded the House that he had removed the duty of sixpence per gallon a few years previously and had been told then that the concession was of no real value; now lie proposed to reimpose a portion of the old duty for war purposes, and was told that it was going to ruin people. There had been a great deal of sentimental exaggeration albout the reference to the poor man's light. The Minister for Finance told the House plainly that he needed every penny cf the additional revenue proposed to be raised, and might require to increase taxation still further at the end of the current year. His speech was long, and occasionally involved, but it made an excellent impression on the House. • The taxation Bills are expected to make their appearance to-morrow.
