MUNITIONS INDUSTRY. REGULATING PRIVATE PRODUCTION. London, September 1. The Times' correspondent in Rome says a degree has been promulgated regulating the production of ammunition in private factories working for the State and placing workmen, whether military or civilians, on an equality. They are at liberty to apply to the authorities to settle disputes but are not allowed to interrupt work. The production is being centralised in areas under military direction, empowering the Government to commandeer all arms establishments.
