MUNITIONS INDUSTRY. REGULATING PRIVATE PRODUCTION. London, September 1. The Times' correspondent in Rome says a degree has been promulgated regulating the production of ammunition in private factories working for the State and placing workmen, whether military or civilians, on an equality.
