MONARCHIST RISING. ; By Cable—l'rcss Association—Copyright Received August 29, 2.20 p.m. Lisbon, August 28. There have heen monarchist outbreaks in northern Portugal. Shots were fired at the barracks ait Brags, and Guimaruci, and the telegraph lines were cut. Several people were wounded, and there have been many arrests. Anarchists dynamited the railway bridge at Torena ,and there have bees slight disturbances at Lisbon.
