To-day's cable news indicates that America lias at last arrived at the parting of the ways so far as neutrality is concerned, but whether the severance of diplomatic relations with Germany will follow remains to he seen. At all events it is unite plain that preparations for the worst are being made, so that there is good ground for the alarm which is said to exist among the officials of the German Embassy at Washington. As to what action the United States will take in the event of a rupture there may he a difference of opinion, but it is satisfactory to know that one of the first steps will he a strict guard over all interned German vessels, and most probably depriving the Germans of the use of wireless messages. The internment of unnaturalised Germans would also take place, but the authorities rnight even go as far as to take possession of all German hanks and financial institutions, so as to deprive the enemy of the sinews of war. The gravity of the situation is indicated by the fact that all ammunition factories are working overtime, and also in the tone of the newspaper;,, The final decision rests wiLh Congress, but in view of the strong demand for action to be taken, Congress is hardly likely to refuse to face the music unless America is wepared to be branded with a cowardice that her history does not justify. It only needs America to join the Allies to array against the German coalition the rest of the world's great Powers. America has a stake in the issue of the war, and it is surprising she has not realised the fact and acted on it ere this.
