DOMINION PATRIOTIC FUNDS.

AUCKLAND WILL NOT JOIN. By Telegraph.—Press Association. Auckland, August 19. Consideration was given by the executive committee of the Auckland Provincial Patriotic and War Relief Association to the report of the sub-committee appointed to consider an outlined scheme for the administration, cf war relief funds by the proposed Dominion Association.

The committee's report was adopted as follows:—'Your sub-committee is ill entire sympathy with the fundamental principle underlying the scheme, whereby it is laid down that no New Zealand soldier or sailor or dependents shall be without relief. Your sub-committee is of opinion that the essential is met by the consolidated fund through the. machinery of the Pensions Act, which properly provides the desired uniform-national plan of relief. In order, however, to supplement the allowances in cases which, owing to their special character, do not appear to have been sufficiently provided for under the Pensions Act, and to relieve such eases as are not provided for by it, your sub-committee recommends ' the Auckland Provincial Patriotic and War Relief Association to undertake the duty of organising and raising funds within the Auckland military district, or other area that may be allotted to if, and the relieving of all cases which may arise within such district.

"It is of opinion that funds so raised can be administered more effectively by each relief association possessing complete autonomy, and not controlled by a central or -national organisation. Your sub-committee is, however, favorable l-i the establishment of a national federation of similar associations to our own within the Dominion of New Zealand, whose governing body shall define the area of the districts in which the several leliof associations shall raise and expend the funds, set up a standard scale of relief for their guidance, and adjudicate upon all cases of difference which may from time to time arise between tlieui.

''Your sub-committee is not prepared to support the formation of a. 'Dominion of New- Zealand Relief Association' upon the lines submitted, and rceommei.ds that the promoters of the scheme he informed of the decision interms of the above.''
