MORE LIES. LOWLINESS OF THE GERMANS. Amsterdam, August 10. The North German Gazette declares tliat the Governor of South-West Africa never negotiated with Maritz to create a Boer rising, nor did the Kaiser send a telegram guaranteeing the independence of a Boer Republic. The Gazette adds that the mobilisation order in South-West Africa expressly prohibited aggressive action against the Union. It quotes the British Colonial Secretary's telegram to Lord Buxton as proof that the Union hostilities
