MONARCHY OR REPUBLIC? Received August 18, 10.10 p.m. Perkin, August 18. Yuan-Shi-Kai has discussed with liia supporters ithe prospect of proclaiming himself Emperor. Professor Goodnow, legal adviser to the Chinese Government, states that the news became public through the publication of accounts of the formation, 'by prominent men, of an association for the purpose of discussing whether a monarchy was not a better form of Government for China than a republic.
