The publication of Mr. Buohanan's summary of the extent of Britain's participation in the war has product an excellent effect. The Novoe Vremya pays tribute to the priceless services of the British fleet, aaid mentions that Britain's creation of an enormous army emphasises the danger of a premature move on the western front. The famous Troitzkv monastery lias offered its workshops for the manufacture of shells and other war material.

An Italian claims to have invented an apparatus reputed to be capable of instantaneously nullifying the effect of submarine torpedoes, causing them to hurst before reaching their objective. The invention has been submitted to the naval authorities. ESCAPED PRISONERS. Madrid, August 15. The Mannesman!) Brothers, the Morocco iiiiu which was notorious at the time of the Agadir incident, who were arrested at the beginning of the war and interned at Casablanca, have escaped, and are now at Seville. BIG MEAT DEAL. New York, August 15. A firm of Chicago meat packers has received a cable asking it to furnish an estimate of the co3t of a million head of American beef cattle for cash on delivery in Liverpool. It is stated the deal will i:rv»lve twenty millions sterling and will reduce the number of cattle in the United Stales to a minimum. GERMAN PRESS CAMPAIGN. New York, August 15. The World is publishing a series of articles exposing Germany's endeavors to mould public opinion in America against the Allies and to involve America in the war, and the financing of a news service, though supposed to be impartial, was really pro-Genm»n. The Duma approved a Bill organising consultive mixed commissions of experts to be attached to the Ministries of War, Commerce, Communications and Agriculture, to improve the supply of the army, the output of munitions, provisioning the people, and re-organis-ing the transport. GERMANS IN LITHUANIA. Petrograd, August 15. The Letts, who hate the Germans bitterly, are organising national regiments to defend the country. In accordance with the Admiralty decision to associate the names of enemy steamers employed in the British service with their original owners, the modern Huns, the names -of seven large steamers appear in the volume of the Lloyd's Register with the prefix Ilun. These are substituted fer the German names; thus we lind ilungerl'ord, Hunstanton, Huntly, llunisden, Huntress, llnnsgate, and Hunsend. SWINDLERS UNDER COVER OP THE RED CROSS. London, August 15. It is proposed to standardise the lt«l Cross uniform to avoid imposition by women posing as Red Cross nurses in order to steal money and presents intended for soldiers at the front, it is estimated that there are ten thousand of these impostors in Germany.
