.MEXICAN AFFAIRS. Tillies and Sydney Sun Services. London, August IX Carrauia has sent a peremptory note to the American Secretary of State advising him to cease to meddle with Mexican affairs. He despatched a similar warning to South American diplomats. There is a plan for the voluntary elimination of the factional Mexican leaders. Carranza, is conceited, ambitious, unsmrpulous and determined to resist. There is reason to suspect (lerman intrigue and gold is freely used to stiffen him. It is expected that at Washington orders will be issued concentrating all the available regular troops along the Mexican border. Officials refuse to ill;, cuss the situation. AUSTRALIAN POLITICS. •-
