W y Massey to-day to complain that, although the Seamen's Association desired ■ to register under the Industrial Condlli- • Hon and Arbitration Act, they wtto unablo to do so because the Labor Da, partment refused to pass the draft of the liiles that had been drawn up The speakers were Messrs W. T. Young (aecretary Wellington Seamen's Union), W. Belcher (secretary Dunediu Seamen's Union), and P, J. O'Regan. Messrs Young and Belcher contended that the - department had hung up the rules, which. had been handed to it twelve month* ago. Mr. V.
