W y Massey to-day to complain that, although the Seamen's Association desired ■ to register under the Industrial Condlli- • Hon and Arbitration Act, they wtto unablo to do so because the Labor Da, partment refused to pass the draft of the liiles that had been drawn up The speakers were Messrs W. T. Young (aecretary Wellington Seamen's Union), W. Belcher (secretary Dunediu Seamen's Union), and P, J. O'Regan. Messrs Young and Belcher contended that the - department had hung up the rules, which. had been handed to it twelve month* ago. Mr. V. W. ltowloj', of the Labor 'Department, explained that the deky arose from tho fact that tlie rules did not conform with the requirements of. tlie Act. Mr. Massey suggested t> *t the representatives of tho department and association 'should confer, and pass the rules agreed on, and refer the rules in. dispute to the Crown Ijiw Office for determination.
