A KULTUR MANIFESTO. GERMANY'S SMALL ASPIRATION'S. Paris, August 11. The intellectuals and professors of Germany liave issued a Kultur miuiit'es'to declaring that peace-loving Germany only rose up when the barbarians in the east and her powerful and envious enemies in the west threatened to annihilate her. She does not want to dominate the world, but demands possibility of extending Iter culture and commercial power. She must remove the French menace, exacting a large indemnity, she must hold Belgium and conquer the Channel coast, protecting herself against Britain.
