BULGARIA'S POSITION. - UNDER GERMANY'S THUMB. Received August 8, 3 p.m. Athens, August 7. - Out of the Bulgarian loan sixty million pounds will be devoted to paying °ft previous bonds and sixty million re-presents her indebtedness to France, Avhicli has been taken over by the bank. .The German Government is placing an embargo against this payment. Bulgaria receives the remainder of the loan in cash.
ROUMANIA, 1 ' GERMANY IRRITATED. Received August 8, 3 p.m. Amsterdam, August 7. Though attempting to belittle the importance of Koumania's altitude, in view of recent attempts, German newspapers are showing greater irritation, declaring that Kuglamlfa influence is beginning to bear the desired fruit. I Count Reventlow, in the Tages Zei'tung, sayjs that Roumania's embsirgo on tile transport of munitions to Turkey js less sigulicant now, as Turkey ia able to make what are necessary.
