Mr. Masscy stated that Sir F. H. D. Pell and the Hon. J. A. llanan were honorary Ministers. Speaking of the retirement, of the Hon. E. 11. Rhodes, Mr. Maasey caitl he thoroughly appreciated llic generosity of .Mr. Rhodes in coming lonvard and placing his resignation in liia hands in order to facilitate the formation of a National Cabinet. He parted with Mr. Rhodes,- bo far as his Ministerial position was eoncerncd, with sincere regret. Although. Mr. Rhodes had no amotion to fill the pages of Hansard, and did not make a great noise in the House, having seen His work for the last three years, he had no hesitation in saying that Mr. Rhodes was one of the best administrators of Public Departments tne country had ever known.
