The Times' Washington correspondent says tfiat President Wilson's action' regarding Mexico is partly due to consideration* for the pan-American policy, and _ partly to the contempt which Mexico feels for America. Carranza is not losing an opportunity of snubbing 'America, while to-day's newspaper re ports state that Villa is telling the American Government to go to hell. Washington, August 4. President Wilson has asked tlie South American Powers to co-operate with the United States in restoring order in Mexico, using force if necessary. Mexico City is starving, and great misery exists everywhere. President Wilson's policy of watchful waiting is strongly criticised by the American press.
(JREAT CLOUD-UURST. New Vork, August -1. Twenty-fiive lives were lost in (lie town of Mrie and millions of dollars' worth of property damaged. The disaster was eaused by a eloud-biirst. Aiany peraons were imprisoned in their homes. There was five feet of water in (he main street, and houses wree reported to have been washed away.
